The best way with out upgrading the systems to take sips or change the siemens to a kxtd as well and put in gateway cards,is to connect slt extensions to analouge line ports through fxo and fxs ports on a router, set line group in each system ie panasonic would be 802 + ext no and the siemens could be the same if you wanted and use that number plus ext to ring accross the network.

you could use Qsig to set up a link between the 2 systems. you only need 2 PRI cards. one in the siemens and one in the panasonic. Qsig only supports basic telephony functions.
