Unhappy Cant dial a telephone number in LA

High everyone, I go by Lobo Charlie this is my first post on this Forum. I am the CO Tech at a Community College in New Mexico we have over a 24,000 student base in our school. I read this site a lot and all of you have helped me out immensely, but I have come up with a problem that I can’t figure out and need some direction. It is probably something little and simple that I am overlooking

We currently are using a Definity G3r v8.2 a little behind on the up grade but it will do. We have approx 3500 handsets 7 locations with in the city of Albuquerque with EPN’s tied back with T1s.

The problem I am having is I have a telephone number that a user needs to dial and I can’t get our switch to process the call. The number is in Orange County in LA with a 714 area code. I can dial other numbers in the area code but not this Specific number. (714)540-7000
I have added and changed our ARS table I have tried it various ways (1714, 1714540, 1714540700.) I checked to make sure the Route table had the proper FRL as the COS.
Any Ideas will sure help thanks in advance.

Three things.

What kind of error do you get when you try calling the number within the PBX?

Can you dial that number from a phone not on your PBX?

All you should need in the ARS tables is 17 and the same parameters that you have for other area codes.

Marty here are the errors:
1714 programmed in ars table I can dial 9-1-714-540 then intercept
1714540 programmed in ars table I can dial 9-1-714-540 then intercept
17144507000 programmed in ars table I can dial the complete number 9-1-714-540-7000 then it sits quite and I can continue to put up to 7 numbers then it gets dial tone again?

Yes I can dial from an outside Quest line. I can also dial other numbers in that area code 1-714-438-4949
I think it has to do with the 540 prefix? I cant dial any number with the 540 prefix?

This is really a shot in the dark but....

I had a similar problem where I couldn't call a particular company.

On the form "ch ds1 xxx", the "DCP/Analog Bearer Capability was set to 3.1 kHz.
I was told by my Avaya tech to change the setting to speech.

This solved my problem.
