Make second line incoming only?

I am trying to figure out how to do this, but I can't figure out a way to do it. I would very much appreciate it if someone in a similar situation has found a way around this, and could tell me a way to do it.

Situation: Boss in own office, with PA sitting some distance away in an open plan area.

Requirement: Enable the PA to see when the boss is on the phone so that she can help handle his calls (Currently the boss is on Cisco VOIP and the PA on Meridian; she can't even pick up his phone!)

Progress so far: I have figured out how to enable the PA's phone with two lines, the second line being the boss's number, and this works to an extent ... you can see when he's on the phone for instance. But ...

Issue: Since the PA's phone is in an insecure environment, anyone could walk up to her phone while she's away, press the second line button, and make a call impersonating the boss ... complete with his number and caller ID. Of course, calling search space restriction would be the answer ... if it didn't apply to the number across all phones and cannot be different on 2 different phones...

So the question is... How do I enable the second line on the PA's phone but block it from making outgoing calls? Or, is there a way to implement this with softkeys?

PBX Software: Cisco CallManager v4.1 using 7940G phones firmware rev. 7.2(4.0)

You need to implement IPMA (IP Manager Assistant) features. There is a wizard in CallManager but unless you already know what you are doing, I wouldn't recommend it. Mostly it creates a complex subset of Partitions and Searchspaces but if you are not careful you could make the Boss inaccessible to anyone else by mistake.

in the end IPMA is what you are wanting to do.
