Full function operator is reserved for digital extension DBC3214 or DBC 4224. Cordless can't be used as an operator position. You ca use PBX group functionality (to enable call queue) but that's all...handling of calls will be difficult (to receive queued call, you have to finish with ongoing call, etc.). My advice is to use digital extension (above type) for operator because it will save you and customer of lots of problems.
With your second question, I can't see any problen for DECT to use digital trunks or i haven't understand your question...can you please post more info?

Regards

You can easy controll access by using Traffic group matrix. Basically, you can create "template" and apply this template to extensions and trunks. Template are created with commands 2301 - 2315. Extenisions are controlled with command 0102 and trunks 1002.
From BMS help:
Traffic group discrimination defines which extensions and external lines are allowed to be connected to each other, for example in case of transmission constraints.
Command group 23 includes commands that define a “traffic group matrix”. This matrix states which groups are allowed to be connected to each other.
Every element in the matrix can be programmed. This means, for example, that it is possible to allow calls from group 2 to group 3 but stop calls from group 3 to group 2. The same traffic group matrix is used both for voice calls and data calls.
To complete the function, extensions and external lines must be given traffic group categories, see commands 0102 Traffic group and 1002 Traffic group.
Extensions and external lines with traffic group category 0 are always open for connection to all other extensions and external lines without discrimination.

Regards

Zoran
