How to prevent External Transfer

How can I PREVENT users transfering to external numbers on the BCM/Norstar?
Trunks are PRI.

I know I prevent Call Forward to external numbers by ALLOW REDIRECT=N, but this does not effect TRANSFER.

Also I noticed in some posts that say you can only transfer external calls you recieve, not calls you make. Not true. Works both ways, just tried it (at least on BCM400 rls 4).

I dont think so, your sure? double check programming or reboot system.
Transfer external is a redirect.
If your sure try to do a line redirect or forward your set to an external # and see what happens.

Why are you trying to prevent it?
perhaps another solution.

Second thought I am not so sure of myself.
If this is a Toll Fraud issue then let us know.

Is it to prevent toll fraud, or so you don't tie up 2 trucks for each transferred call?
