Talking Bcm400 Pri

We recently had a power outage that also drained out UPS. When the BCM400 started back up we noticed that there was no dial tone when we press 9 but we can still dial out. All functions work including AutoAttendant, Unified messaging, desktop faxing, IP phones. We did notice that sometimes when we press 9 to dialout it takes around 30sec and other times it goes right away.

There never was a dial tone after the 9 on version 3.7 that was not introduced until version 4.0. as for the delay I am unsure as to what is happening to be able to comment on that.
