Carrier or phone system issue? Can;t not dial local prefix

We have a couple areas that when we try to call it gives a error where the call needs a 1 and area code to call (acts as if it is LD) when you do it with a 1 and area code it says that it is not needed.

I assume this would be a carrier issue?

I'm having same problem, the carrier is blaming the phone system for the problem and the vendor of the phone system is blaming the carrier. Is there anything specific to tell the carrier to change?? I'm so tired of going in circles on this one.

Well I hate to be the bearer of bad news, but I had this problem with my BCM 1000, and it turned out to be a BCM problem. We recently added a new area code to our local dialing, and got the same messages.

In unified manager, go to Service -> Telephony Services -> General Settings -> Dialing Plan -> Public DN lengths.

You will see prefix's that match the area codes for local dialing, click on it (or add the new one) then set the DN length to 10, and this will solve your problem.
