I do not know how knoeledgable people are on this.

A type of toll fraud is happening where the billed party is unknowingly being charged for LD as the third party billing number. Has anyone seen this, is there a solution?
How did one of my clients become a third party billing client?

I haven't heard of this specific scam..

There was a scam in '03 where websites, services etc were billing customers for 'additional' services. They would present themselves as a legit companies to the bells and have their fees added to ones bill.

With respect to LD "Third Party Billing", the operator is suppose to make sure that person requesting that the third party be billed, is authorized to do so.

This will be interesting to see how the initiator of the fraud was able to get some kind of confirmation to have the third pary accept third party billing.

Is your customer being compromised through a norstar?

Re: Um...why'd they deliver the cookies if they didn't pay?

YEARS AGO IT WAS EASY TO 3RD PARTY BILL NO QUESTIONS ASKED, NOW ADAYS MOST LD COMPANIES WON'T DO IT UNLESS THERE IS SOMEONE AT THE NUMBER TO VERIFY. BUT NOT ALL DO

The customer is denying payment to the LD vendors that have been sending statements. It does not appear that the Norstar or VMail is comprimised. The calls cannot be made through the system since the client has account codes, this makes it difficult for hackers to gain LD access.

I cannot imagine how this is being done without someone accepting the third party billing.

Maybe a bit more sun would do them some good?

There are toll-free numbers out there that will provide a DISA type access and automatically bill back to the number where it originated (in this case, the Norstar Voicemail). The N*VM is the only way this could happen. The only way to find this out is to have an SMDR (if Norstar) or use the BCM Monitor tool (and save the logs) to monitor call usage.

I have experienced this with hackers using 1010..., so I have denied these
in the filters and turned off all outbound via voicemail. If the customer doesn't make international call's then I deny 011 as well and have them use account codes with the CO. The dallas area has been hit pretty hard with calls to the Phillipines and India......
