/etc/zaptel.conf error

I configured my /etc/zaptel.conf for my ISDN card and it looks like this

# hfc-s pci a span definition
# most of the values should be bogus because we are not really zaptel
loadzone=nl
defaultzone=nl

span=1,1,3,ccs,ami
bchan=1-2
dchan=3

But when i try to load zaptel i get the following error

Running ztcfg:  ZT_SPANCONFIG failed on span 1: Invalid argument (22)

I googled for a solution but diddnt find one so far. Does anyone here know what might be the problem?
