Bygcland is correct. This feature would be best implemented with a multiple call group. I would suggest that you set a delay on every phone besides the operator so all the phones do not ring at once. Set the delay to 12 seconds on all the but operator and the system will have the call ring only the operator and will wait 12 seconds before ringing the back up phones in case the operator is busy or not at their phone.
