| NRS never marks any calls. NRS is routing calls according prefix and type of number.
If you define in NRS that some site have prefix "18" with type of number Private Special, then NRS will route call to that site only with appropriate digits and type.
You can make another entry in NRS for "18" with E.164 National type of number so it will allow routing of this numbers to defined node.
