Adding 206e card to existing system

Recently I tried to add a new 206e r4.1 card to our existing phone system.

We currently have 2 back planes configured as such:

Back plane 1-
Slot 1 - 206EC r3.1
Slot 2 - 206EC r4.1
Slot 3 - Processor Module r4.0.1
Slot 4 - 206EC r3.1
Slot 5 - 206EC r3.1

Back plane 2-
Slot 1 - 400EC r3.1
Slot 2 - Partner Mail VS R1
Slot 3 - Expansion Processor r3.1
Slot 4 - 206EC r4.1
Slot 5 - Empty

I tried installing the 206e r4.1 in the last empty slot on back plane 2 but when I brought the system back up the Partner mail card went to down satus.

I read that all 206 cards should be installed to the far left of any 400 cards but currently it is not installed that way and is functioning normally.

Also there are only 2 incoming lines connected to the 400EC card so I wondered if I could simply remove the 400ec and plug in the 2 incoming lines into the new 206e card I am trying to install.

Any help you all could offer would be greatly appreciated.
