TTY NOT WORKING
The first idea that comes to mind is your baud rate on your TTY. Check the baud rate of the tty, the terminal settings, and your modem settings. Be sure that all settings match. Depending on your equipment you may need to tell a bit of a fib. You may need to set your terminal settings to the next step under what you PBX is configured for.

Are you getting any other error messages? Do you have any AUD codes that are unusual? Post examples and the group can post back more specific advise.
