Since when does a 13 year old NEED a cell phone? Most of these kids can't even walk and talk on a cell phone without creating a hazard. I recently had some dumbass kid on a cell phone walk right out into the street in front of me, when I finally stopped he just shrugs and gives me this distant confused look.
