The patch you are refering to is listed as a Product Improvement patch. PI patches are sometimes chargable because we are changing the design intent functionality to suit a specific circumstance.

In this case, we are regressing our Q.Sig code to be compliant with an out of date standard to match that on the Alcatel. So we are actually fixing their problem. What should happen is Alcatel brings their Q.Sig code up to a more current standard, or developes a patch on their side to properly handle this scenario.
