Well here's the latest. I had a call from the engineer after posting the part # for the OSP card in the case notes on the Nortel website. The engineer said he would check to see if this could possibly fix the trouble. The root of the problem here is that the engineer is Indian, (another case of Nortel's outsourcing) and I have a very hard time understanding him. I have nothing against him at all, but it sure would be nice not only to be able to understand him, but if his technical knowledge was up to par. I know, I know, RANT, RANT, RANT. Gee, I thought that would make me feel better about this.
