EFD to 7000 after 6 rings (according to you RDR and set programming), if it isn't then I'm wondering if the switch sees the call as external?
Print your Route info that call is coming in on in LD 16 and see if it's marked Internal or External.
Otherwise we'll have to dig deeper, it may be a CFTA or RDR option that you're missing.
