My argument would be as follows --

Multi Network group vs Single network group, depending on your expansion plans this could be a huge difference should you run out of network space to add common equipment cards.

As you stated in a 61 both cores are in a single collum vs an 81 they are in adjacent collums, what happens if a a breaker trips to the 61 core collum?

Capacity again depending on your growth projectins a current 81 can grow to approx. 16k stations.

Why moth ball a more resiliant system that could use the existing IPE?

Fletch/GW -- correct me where I go wrong here, but Nortel is offering a managed service that would for you to migrate your database as part of the upgrade similar to a regular software upgrade.
