The Merdian series system such as Chas explained is way more expandable than Norstar.

The largest a nortsar system can get is 272 ports. This can be in combination of lines and sets. A meridian system is capable of 16,000 ports.

Playing on both sides of the field I would say that a Norstar system would be easier to setup as they are easier to program. Everything is done through the phone itself. Meridian systems are programmed through a terminal app with tons of three letter and four letter acronyms.

The Norstar Modular cabinet starts at 8 lines by 32 phones. You can then expand, again to a total of 272 mixed ports. You will then want to use call pilot 150 which is capable up to 200 voicemail boxes.
