NeverMind, in RTFM, I found my problem,

=> prt suppress
Suppress threshold = 15

=> prt suppress_alarm
Alarm Severity suppress threshold = 15

Now looks like

=> prt suppress
Suppress threshold = 15

=> prt suppress_alarm
Alarm Severity suppress threshold = 0
