RE: blanking a line button on a Norstar ICS or 824 w/Dr 5

Where is your VOIP quality issue? Internally or externally? Is it to specific countries? inter-country? office to office?

Do you have end to end QOS set up? Also are you running other data applications through your network such as SAN or other high bandwidth applications?
