Well I found something in French----Kind of hard to figure out what they were saying.... . The reason 9 isn't used is it is the Access Code for programming the system.

The system is setup as a 2 line system, where line 1 is defaulted as incoming/outgoing and line 2 is dedicated as incoming.

Enter into programming (dial access code) I think the default is 9123.

Dial 1 for CO 1
Dial 0 to access the 'Dial Public Network'
Dial 1 to set the 'Voice Frequency'

So the programming would look something like this:

The Aiguilleur function of Telefax makes it possible automatically to direct the calls according to their source, either towards a telecopier or towards a telephone.

Behavior of an external call in arrival

Ifthe Pointsman of Telefax is activated, at the time of the arrival of an external call, the system takes down automatically after 2, 3, 4 or 5 ringings and analyzes the origin of the call during 5 seconds.
If the system detects the whistle characteristic of the telecopier, it directs the call towards the telecopier connected on the number of station chosen before.
If the system does not detect this characteristic whistle, it directs the call towards the stations which can receive a call arriving on this line.

Notes:

Any moment, it is possible to intercept the call or the communication.
After the taken down automatic one, it is possible to join a station by surnumerotation.
The number of ringing before taken down automatic and the choice of the number of station receiving the telefaxes are given at the time of the programming of the system by Minitel or item 41.
If the system is equipped with the chart Vocal Accueil option, at the time of taken down automatic and during the analysis of the origin of the call, the correspondent receives the contents of the Vocal greeting message "TO HAVE PATIENCE" or an advertisement which you will have recorded.
If the system is not equipped with the chart Vocal Accueil option, at the time of taken down automatic and during the analysis of the origin of the call, the correspondent receives 5 seconds a beep followed of silence before being directed towards a station.

Personalization starting from item 41
