Unfortunately there is no "non-scary" way to answer this.
If they existed, they have most likely been recovered by someone we don't want to have them (i.e. Saddam's insurgents or Terrorists).
If they did not exist, how can we go to the rest of the world and ask for help with other rouge countries which may have weapons (i.e. Iran, Syria, etc) and not have the rest of the world flip us off?
The slippery slope....
