| TCOS seems to be configured!
It is recommended to maintain similar restriction level (NCOS/FRL) across all switch s when you have TCOS configured.
Since TCOS is configured!
You can even have the frl in RDB as
FRL 2 0
FRL 3 0
Unless you want to block the callers, calling certain numbers in 81c.
But when a caller tries to call out via 81c, they will be checked against the ncos/frl in 81c.
