Each trunk is registering with Asterisk...

CO9 -> SIP/401
CO10 -> SIP/402
CO12 -> SIP/403

So, when calling SIP/401, why does the TDE pass it to CO12, (or in the case of CO12 being OUS, CO11 - which isn't even registered with the asterisk box...)
