Yes LD 96.
DTC103 is a status not an error, meaning that you are tracking off of the primary clocking source -- as defined in your DDB in LD 73.
The DTA023 means that the physical layer of the span is good.
What does the pri say after you recieve the DTA023?
Again I think that your TMDI's (or if you have MSDL, also stated in LD 96) are your issue.
