Quote from the install book:
Telephony Manager Windows and Web client require that an administrator
account is logged onto the server at all times, because the server uses the
identity of the logged-in user for access. To allow Telephony Manager 3.2
client access without logging in to the server at all times, see
Procedure 90
“Allowing Telephony Manager 3.2 client access without constant server log
on (optional)” (page 326)
for Windows 2000 Server and Windows Server

2003

Then:
Procedure 90
Allowing Telephony Manager 3.2 client access without constant server log
on (optional)
Step Action
1
Log on to the Windows server.

2
Go to Start > Programs > Administrative Tools > Component
Services
.

3
From the Component Services window, expand Computers >
My Computer > COM+ Applications
.

4
Select Telephony Manager 3.2 Application, and open the
Properties window.

5
Select the Identity tab and click on the This User radio button.

6
Enter the local administrator account and password.

7
Click OK.

ATTENTION
This procedure works for all applications except DECT.

Hope this helps...
