| Yes. Basically what you are going to do is add the other route as a second choice in the RLI. Make the FRL on the first route higher than the ncos of the phone. Make the second route choice FRL match the ncos of the phone.
When the user of that phone attempts to call out they will be blocked from the first route choice but allowed out on the second route choice. |
