Callpilot Applications Limits?

I'd attempt to Isolate the problem to the Carrier, Call Pilot, or Symposium. You seem to thing that Call Pilot is causing the error - try this.

1st change your 7501 to an IDC. IDC the outpulse digits to your main maintenance set number.
A. Dial the 7501 locally - Did it ring through? If so the carrier isn't giving the fast busy.
B. Dial the toll free number - Did it ring through? If so the carrier isn't giving the fast busy.

Program back to normal.......

2nd Check Symposium. Dial the CDN that call pilot dials. Did it ring through? If so then Symposium isn't giving the fast busy.

This would attempt to isolate to Call Pilot.
