The scenario you describe is that power went out and your system came up, but you can't dial from your analog sets? Also can't get incoming calls.

Sounds like your ring generator took a hit. I would power it down and reseat the card. Make some test calls to see if that fixes issue. You didn't say if this was Opt11 type system, CS1000 or what.

I would then check your Digitone Receivers to make sure that they are enabled.

I would start at the above two places, but need a little more information before I can help.
