Analog Lines Problem

Dear All

Im facing a Problem With BP System connected to analog Trunk Lines
the problem is that when we connect analog lines to the system and we make a call the call lands on a Digital Phone or Operator 4224 Phones Not AA after the Operator Transfers the call if the caller disconnects the line the phone keeps ringing and doesn't disconnect until you pick the phone..I've temporarily made a diversion to mail box and it seems to be fine but some places the customer doesn't want the call to go to Voice mail then this problem happens. this problem happens in some locations and some of them it doesn't happen. we are facing the same problem when AA is used.

the problem is that sometimes the customer are getting busy tone although no one is using the trunk lines and they don't become available until we restart the system the line get back to normal.

what might be the problem I've asked some people about this problem and he says there could be a problem with CO Lines although when we put analog phone on those lines the line disconnects perfectly.
