I would still lean toward this being the fax machine's problem. As for your new folks, with a power down their machines could have defaulted to a setting that makes them only inbound or only outbound. If these machines are all the same model I would get with the support team and go through the owner's manual. If a 500 set works for receiving an inbound and placing an outbound work then the problem should not be within your PBX.
