| I'd bet that this is a fax machine issue as you are able to plug a 500 set in and complete calls.
Try a working fax on these TN's -- move jumpers not machines to prove --- or use either the trac or D-ch. monitoring tools (presuming your using PRI's) to prove3 what is being actually sent out vs what is being entered.
