Assigning on remote PBX

We have 3 PBXs. The one here at the home office is a 2000IVS. Our other two are an IVS2 and an IPS each of which connect back here over T1. Using a MOC window I can connect to and program those but I have run into a problem on the IPS. I assigned a new extension on a vacant LEN, then I tested it to make sure that it could call out. It does that just fine. Since I wasn't ready to move forward with it I didn't assign call forwarding at that time. I didn't even think to check whether it would receive calls. Well, when I dial that extension (3955) it just gives me a busy signal. It still calls out just fine. Trying to correct it for the short term I went to assign the busy/no-answer forwarding, but it won't let me set it to our voicemail pilot. The voicemail pilot is on our PBX here. When I try to assign it out there I get DATA NOT FOUND as if the extension is not assigned. I know it isn't on that PBX, but we have lots of people out there assigned to use the voicemail back here. Then again, our voicemail pilot is 7227 and when I look at there setup in E601 and E602 they are assigned to 72. I tried using that and got DATA ERROR.


So I guess I have two questions:
1) What did I not assign that I need to so that 3955 can receive incoming calls.
2) How do I assign forwarding to it so that it will work?
