That is EXACTLY what it is. I think if you want to push it, there is a clause in the ITU (completly iterpretive mind you) that says you are not allowed to send an invalid CLID, or one that is not yours.

I think the argument is strong enough to scare the crap out of the telemarketer. You could even press the issue with your CLEC. In any case, I'd hate to work there and have my 911 call show up as 99999 at the PSAP.......
