Question Fax trouble over PRI

I've been administering InterTel systems for about two years now, but we've just recently started using PRIs in each of our remote sales offices. Something we're trying is assigning a single DID to ring in to a port on an SLC that is then crossed over to our fax machine's feed. That worked in one of our locations after we had the T1 provider uncompress the line (it was an integrated v/d circuit with only 13 b-channels carrying the voice).

However, in another location where we have both a full T1 PRI and an integrated circuit we can send faxes fine but never receive them. If you stand in the phone closet when someone calls the fax machine, the busy light on the SLC lights up and you can hear a clicking that I assume is the ring tone generator, but the fax machine never rings. Do you have any ideas why this works one place but not another? Could it just be a bad SLC or do you think we have line issues?

Oh, this is an Axxess system running version 10.003. Is there another way to do this?
