It could be the telemarketer has programmed their system to send all 9s out their PRI...and their (C)LEC switch allows this to occur.

(Accidentlly) I found that my LEC doesn't do a sanity-check on numbers being sent by my 11c to see if they are legal blocks that I have on a particular PRI span.
