Cannot login to Element Manager

Cannot log in to CS1000E through element manager and it is giving me
an error :

WEB2017:
Xmsg wait too long, time out.

SEVERITY: Major

network port has no port security and when you restart the
SS it will go back to normal.

Any idea why ? is it a network issue or SS
