Silent Monitor Problem

Hi, I have been having problem with the feature silent monitor. When i try to use the feature and entered the station number that i want to monitor, i always get a display of "SECURED" and the call hangs up. Both phones uses the same COS. Silent monitor deny is set to "N". While Silent Monitor is set to "Y". I have installed 8DRCM and CNF card in the Coral Flexicom 5000 system. What other option can i check to fix this problem.

I already check the Feat > Authorization. Silent Monitor = "Y".
