Can not access the CO line from any extension

Hi,
I would really appreciate some help as I have now spent over a week trying to find a solution.

I have just bought a KX-TD816E and a 4CO Expansion module KX-TD180E for home, I know this is a very advanced switch for home use but I got very good deal on Ebay.

I have initially connected 2 extensions using the 6 Way DDK's and connected only 1 pair of wires to the 4 Way DDK going into the left most connector on the KXTD-180E (the one that reads 'CO Line').

The KX-TD180E expansion module is connected to the left-most connector on the KX-TD816E which I believe is area 1.

I am able to dial one extension and also able to receive inbound calls from the CO line, however no matter what I try I can not get the extension to access to CO line. Pressing 9 then the outbound number gives me silence and nothing is dialled.

I have reset the PBX to it's default values thinking the previous owner had customised it. I have also tried to connect the expansion module to area 2 but pressing 9 on the phone gives me a busy tone.

Any pointers would be greatly appreciated.

I have read the manual in details and it says that function 109 needs to be set in order for the PBX to recognise the expansion module. As I have no system phone for programming I am using the KX-TD 816/1232 Programmer software and it recognises the expansion module forgive my ignorance please but I think function 109 is for the KX-TD816 not the 816E since the former has already CO lines built-in mine hasn't.
