Without the PVDM2 it will not take the commands to set up the PRI-Group under the controller T1. It will tell you that the router does not have enough resources. The PRI channels are bound directly to the DSP's on the PVDM2

The 2801 may have shipped with a PVDM2 if you ordered the voice bundle. If you ordered a Security Bundle or Data Bundle then it does not come with PVDM's.

If you are using a router that was purchased on the internet (not from cisco or from a real distributor) then you will have no way of knowing how it was ordered. There is no physical or part number difference on the boxes themselves. The only difference is in the part number used to order the box.
*CISCO2801-SRST/K9 this is a voice bundle that comes with PVDM's
*CISCO2801-SEC/K9 this is a security bundle, no PVDM's included

Putting these two routers side by side, you will not know which is which. You would have to login to the CLI and do "show DSP sum" If it has DSP's then it has the PVDM
