1. What sort of license dongle are you using on this site?
2. Where is it connected to?
3. Have you explicitly defined the License Manager IP Address in the config on the SOE?
4. How long after a reboot are you attempting to logon to Phone Manager/Soft Console?
5. Have you set Phone Manager Pro under the user profile in the config and in the user preferences in Phone Manager?
