911 and voip

I am concerned about a 911 issue. The setup is an IPK at the main location, with an IAD card and four offsite locations with ITH phones. Is there anyway to resolve 911 calls without an IP Branch/Gateway setup?

If extra equipment is needed, can it be done without sacrificing the ITH phones.

I thought about using CESID and sending ext/location reports to the PSAP offices, but I think CESID only works with E911 (requiring a CAMA trunk).

Is there any sort of IP to Analog adapter I could use to backroute a call to the location that made the call? I could get a Viking adapter (or similar) to convert FXO/FXS to a local trunk.
