I am really happy to find a resource like this!

I manage several Meridian systems, but have never been to a formal training course. OJT and studying to books, as well as bugging everyone who I thought might have a clue, have given me a pretty good education for the everyday stuff. However, I now have a problem, for which I need an inovative solution.
I have just installed an Option 11, with a CallPilot mini, in the offices of a Combined Cycle Power Plant. The fact that this is a Power Generation facility precludes the use of Ground Start trunks, to prevent Ground Rise from a possible Ground Fault from destroying the CO. Therefore we have 9 Loop-Start trunks connected to the system. The problem is with Disconnect Supervision when an incoming call connects to the CallPilot. When the calling party hangs up, the auto-attendant won't drop the line. About 40 seconds later the phone rings again, and if someone answers it, they hear those off-hook alarm tones. Then when they hangup the line releases. In other words, if the call does not terminate with someone in the facility phisically hanging up a handset, they get what they call "phantom" ringing.
This cannot be the only Power Plant where this has been a problem, but I can't get anyone to say anything but, "Get Ground-Start trunks!"
I need help...
