| Conferencing of the third internal party is blocked until that party answers (i.e. you cannot conference in a ringing tone). External works because the PBX assumes (usually at EOD timeout if no answer supervision provided) that the call is answered.
If TRANSFER is used rather than CONFERENCE, then you can transfer to the ringing third party. |
