Weird routing problem

I have a pbx that has two routes a T1 (not PRI) and copper trunks. When someone with TGAR 1 makes a call the system is bypassing entry 0 (the T1) and being routed to the copper trunks. If they have tgar 8 the calls go out the T1. I have rebuilt the T1, removed TARG on the RDB set the trunks to TGAR 0. There isn't a problem with NCOS, no multi tennant. Any clues out there?
