Well you could stat your T-1 and if it's all idle pull the T-1 card and have the error come across the TTY. Also, make sure your vendor has set the SEB up to look at the T-1's dropping. They may have the SEB setup so that if there is a T-1 error it will wait so long before they get paged. The thing is some T-1's may go down for less than a minute and then go back up. The SEB will look for that time interval before it sends a message to your vendor. Sort of like a threshold, If the T-1 goes down and comes back up before :60 seconds don't send a page.
