One thing you may want to think about to do VOIP you need broadband. You may want to find out how many people in your local area have broadband, what is the percentage. If you want to market close first, you may want to look at it.

There are a lot of start ups but your right, I don't know of any major Canadian VOIP providers or at least Ihaven't heard of many...maybe that is because I am in the states?

Good luck, I remember someone posted something about what it would take to start your own voip and it really wasn't that much $$$ overhead in equipment to start out.

This sounds like a great endevor.
